Manage Sidecar Information in ALTR's Control Plane

Sidecars must be registered in ALTR’s SaaS control plane so that the sidecar can access policy information, provide telemetry and consolidate database activity logs in ALTR. Listener ports are registered in order to enable connections to the sidecar. Sidecar listener ports can be bound to repositories to enable data consumers to connect to repositories on relevant ports.
